During
the whole decade, Union of ICT Societies of Serbia and Montenegro has
been organizing JISA Congress - the annual meeting of IT experts from
the country and region. This year, the anniversary 10 th JISA Congress
was held in Herceg Novi, from June 12 - 17. Main themes were e-education,
e-government and e-business.During this Congress, a number of lessons and round tables were held and many works related to electronic trade, electronic protection, banking and information systems were presented... At the same time, the tenth IT Star conference was held, as well as the fourth SEFICT. IT Star conference The
tenth IT Star conference, which gathered presidents of European countries'
ICT associations, was held on the first meeting day in Herceg Novi. There
has been defined a further development of European ICT experts' base,
according to the model that had been accepted previously. ICT Associations
from Italy and Macedonia are obliged to finish this project until next
IT Star meeting, on November 5 th , 2005 . Union 's previous work was
commended on this meeting, especially the implementation of ECDL Program
on the territory of SCG and building the domestic ICT experts' base, which
should very soon become a part of wider European base. Mobile communications
Path to informatics society
Mrs. Stankovic talked about European Union's recommendations and standards necessary for entry into informatics society and informed all attendants about the flow of making a national strategy regarding ICT development, where Economic Chamber of Serbia and Informatics and Internet Institute took part in. She pointed out the role of education, as a key part of this project, and suggested the adoption of ECDL program standards. She also pointed out the path to informatics society had to be organized not only by action of individuals, but also the whole society. Antemeridian session, with Mr. Miroslav Petrovic as a moderator, began with lessons about electronic business. Mr. Velimir Dedic, from Faculty of trade and banking, "Braca Karic" University, talked about multimedial didactic environment and learning management system. Mrs. Ljubica Dikovic, from The Advanced Business and Technical School Uzice, presented the problems of e-learning. Mr. Petar Indovski, Vice President of Macedonian IT Association, talked about activities of this society and its participation in European ICT projects. He also pointed out the importance of SEEITA portal, which presented and protected the interests of IT industry in region. In his second speech, he talked about software solutions of Gord Systems company from Skopje, which were designed for health institutions, small and medium-sized enterprises, public institutions and local self-government. After this, Mr. Djordje Dukic, in the name of Meridian company, announced the cooperation between these two firms. Later, Mrs.
Tatjana Midic from public enterprise Zajednica Jugoslovenskih PTT presented
the automatization sale system of internet tv multimedial contents, with
a retrospect to the possibility of system usage, its capabilities and
advantages. Mrs. Natasa Galevska from Public Enterprise of PTT Communications
"Srbija" talked about cable internet services offered to end-users.
Antemeridian session was completed by interpretation of Mrs. Dragan Marinkovic,
from Republic Statistics Institute. The interpretation theme was "Public
Statistics Marketing and Web".
E-learning A
round table discussion corresponded to previous lessons about the electronic
education. This theme was opened by Mr. Stevica Krsmanovic, who presented
e-learning system in the context of university education. Mr. Vladimir
Dedic continued this theme with speech about learning management system.
After this, an internet ECDL test center was presented, as a mutual project
of consulting agency E-business, Republic Agency for the Development of
Small and Medium-sized Enterprises and Entrepreneurship and HP company.
The interpretation about ECDL certificates was continued by the representatives
of authorized test centers - National Savings Bank j.s.c. and E-link Group
from Kotor. They forwarded their own testing experiences to all attendants.Mrs. Stankovic,
president's councelor from Economic Chamber of Serbia, transmitted European
Union's general recommendation - ECDL certificate was considered as the
only valid document regarding basic IT knowledge. On that occasion, Mr.
Stevan Koprivica pointed out the fact that JISA had made a great step
forward toward the informatics society introduction, became an authorized
ECDL Licensee for the territory of Serbia and Montenegro and began to
expand it. The end of this very interesting discussion was marked by the
interpretation of Mrs. Mirela Djordjevic, from Manhattanwill college,
and Mr. Radomir Filipovic, who was very experienced in informatics world.
Information technologies as a means of society improvement
E-government At
the afternoon session, Mr. Laslo Kovac presented his solution - how to
transmit the knowledge at small and medium-sized enterprises, and the
discussion about electronic government, with Mr. Goran Nenezic as a moderator,
followed after. Mr. Nenezic pointed out for electronic environment development
it was important to understand it as ICT means, and not as decisive component
of its development. The same point of view was regarding the electronic
public government development. Mr. Zoran Puric defined e-government concept
and explained the problems in public government work. This was followed
by discussion about the role and importance of information-communication
technologies regarding the e-government development and introduction.
There was mentioned the relevance and value of the attempt, where electronic
government system users' active education was significant. At the end
of discussion, many conclusions were adopted. Most important were the
following: Development and implementation of e-government system is a national project of crucial importance for successful reform of public government, with a positive effects on other social and economic development segments ; the undivided support of decision makers at all levels is necessary and one of the highest priorities. In order to make this national project successful, it is crucial to recognize the importance and value of this attempt, position and role of all subjects and mobilization of all interested parties. It is necessary to have a strategic approach, based on the widest applying of standards, with well-defined methodology that provides functional and technological system unity, and coordinated management of e-government system development as well (maximizing the usage of available resources). It is necessary to create a normative framework that clearly defines role and obligations of all subjects in e-government system developing, implementation and functioning. It is necessary
to establish and maintain the education and training continuity of all
participants in e-government system. A key precondition for establishing necessary dynamic realization is to provide a budget (from all available resources) in order to realize the strategy for e-government system development and implementation. IV SEFICT The
third Congress working day gave participants and guests a special opportunity
to "walk" to one of the most beautiful Dalmatian towns - Dubrovnik
. Namely, the fourth SEFICT - international meeting of economic chambers
- was also organized by JISA, in Dubrovnik , on June 15 th . The meeting
was opened by introductory words of Mr. Djordje Dukic, secretary general
of JISA, Mrs. Olivera Stankovic , president's counselor from Economic
Chamber of Serbia and Mr. Petar Indovski, vice president of MASIT.SEFICT 's working section began with discussion about the possibilities of open code program usage in diferrent applications. Once again there was pointed out the need of creating a computer classrooms for disabled persons. After this, Mr. Drazen Pehar presented Logos Company that worked on developing technologies for solution to authenticity problems at online banking transactions. Mr. Petar Indovski talked about MASIT's activities and presented the business of software company Gord Systems. In the name of public enterprise Srpske poste from Banja Luka , Mr. Srecko Stankovic presented the practical appliance of web technology and SMS service integration. Mr. Srdjan Atanasijevic presented the joint project of TIS (Total Informatics Solution) Agency, Economic Chamber of Serbia and Microsoft - "Architecture of information subsystem for questionnaire and analyzing the needs of economic subject - new service of Serbian Economic Chamber's information subsystem". An interpretation about mobile telephony in function of
economic service followed after. Mr. Zvonko Damnjanovic presented thermo
vision project at electrical and industrial substations and mobile banking
system. Mr. Marko Arnez and Janko Uhan made electronic presentation -
Presern prize winner gallery in Kranj, and Mr. Igor Rozanc, from University
of Ljubljana , talked about the key factors for successful implementation
of information system on the web and advantages of electronic document
management at colleges. Mrs. Ana Vuletic presented the automation of document
management procedure of quality management system, through the information
system metamodel. At the end of SEFICT's working section, Mr. Bogoljub
Savic presented ICT technologies as a means of applying a society democratization
model. Round table about radio-communications On
the same day, presentations within 10 th JISA Congress continued in Herceg
Novi. So, Mrs. Marko Jevtic from Megatrend University showed the example
for methodology of creating an information system for patient visit evidence,
as a part of clinic's information system. Mr. Vladimir Urosevic presented
new production methods in small and medium series on the basis of one
prototype made by computer-controled device and preparation for production
by this method. At
this round table, Mr. Miroslav Skoric familiarized all attendants with
the situation in the field of radio-amateur networks in Serbia, Bosnia
and Herzegovina, Slovenia, as well as in Italy and USA and suggested some
possible directions of radio-signal development. Besides that, he pointed
out some problems regarding the radio-signal transmission and some possible
solutions as well. He expressed his wish JISA to act in this direction,
in order to induce relevant telecommunication management bodies to democratize
regulations related to the radio-amateur connections. Models of electronic business
Cooperation between Meridian and Motorola Companionship
continued with boat picnic to Zanjic, with informal atmosphere. Traditionally,
Meridian company was a sponsor of this event. Regarding organization of
this year picnic, Meridian was helped by Motorola company and the fun
was not the only reason for this companionship. The representatives of
Meridian company, which is primarily known by archives of documentation,
TV and video materials and press clips, and systems for video production
and postproduction, announced signing of cooperation contract with Motorola
company.Namely, from March 15 th , 2005, Meridian became a representative of this renowned producer of mobile communication equipment, in the field of mobile terminals and GTSS (Global Telecom Solution Sector), with the latest 3G equipment for base stations and relays for future video mobile communications. The first experimental installation of Motorola's 3G system will be set by the end of year, on the territory of Nish municipality. Meridian Development of expert systems Mrs.
Danijela Stankovic, from Public Enterprise of PTT Communications "Srbija",
began the last day of 10 th JISA Congress, interpreting the importance
of digital certificates for safety information flow through the network.
Thereafter, she presented the work of her colleague from Center for electronic
business, about the electronic postage stamp. Mr. Zvonko Damnjanovic,
from Faculty of Technical Sciences Bor, presented the software for thermo
vision at electrical and industrial substations and its practical usage,
and Mrs. Svetlana Bogdanovic, from The Ministry of Science and Environment
Protection , presented the project "Idealist - Extend", a possibility
for domestic researches to take part in European projects in the field
of information technologies. Mr. Dragan Jankovic, from National Bank of
Serbia, talked about the new approach to development of .NET technology
applications, and Mr. Aleksandar Lukic spoke about Oracle developing tools
for Visual Studio .NET.Later, Mrs. Mirela Djordjevic, from Manhattanwill College,
presented the elementary programmer courses. Mr. Zoran Jankovic, from
Public Enterprise of PTT Communications "Srbija", interpreted
the review of quality simbols in the world. Mrs. Ana Vuletic presented
the metamodel of information system for changable business environment.
At the end of Congress last day working section, Mr. Borisav Abramovic,
from Faculty of management in Novi Sad, gave a lecture about applying
modularity principle in expert system development. Meet on 11th JISA Congress
