14th Congress JISA DICG

More than 70 presentations of regional information achievements in various fields of economy and non-economy were presented from 07 to 13 June at the hotel Plaza in Herceg Novi. Magnificent ambience, plenty ideas, high-spirited participants and beautiful weather, adorned this year’s Congress JISA DICG.

Since JISA – Union of ICT Societies of Serbia and DICG – Informatics Association of Montenegro have decided together to continue the tradition of Congress JISA in early June in Herceg Novi, this manifestation each year becomes more important as a central place of exchanging the achievements in the field of applying information and telecommunication technologies in the region of ex-Yugoslav republics. Congress, together with president of JISA, Mr. Dukic, was also opened by the welcome speech of president of the Croatian Information Technology Society, Mr. Mladen Glasenhard, pointing out the fact of larger-scale exchanges and joint action of companies from ex-Yugoslavia in the field of information and telecommunication technologies.

This year also, the most important topics were information education, especially ECDL, European Computer Driving License, as a synonym for computer literacy and today, a common standard of possibilities and quality of investments in more advanced producing and demanding non-economic activities.

 

Already from Mr. Glasenhard’s introductory speech on the first day of Congress, it was obvious that Croatia has accomplished the most significant results in this field in the region, and that it outran Slovenia during last year by the number of ECDL certificates issued per capita. The most important results achieved in Montenegro were also stressed, particularly large investments that Ministry of Healthcare of Montenegro has done, providing intensive information ECDL training for all its employees, by engaging almost all most significant resources that could provide such training all over the Montenegrin territory for the shortest time possible. Bojana Minic from ECDL Office in Belgrade said that growth of information training in both Serbia and Montenegro was the fastest in the region this year, mainly due to intensive investments of Telekom, the Army and Electric Power Industry of Serbia, as well as its increasing at universities. This way, the remnant has reduced last year from 6 to 5 times comparing to the north-west neighbors, as well as from approximate 75 to 60 times in comparison to EU member countries. This trend is expected to continue, especially due to significant funds, which are, for ECDL training, expected from IPA – pre-accession assistance of the European Union. Mr. Zoran Bezmarevic emphasized that ECDL has been conducted at the Police Academy in Montenegro and nowadays, there is no newly educated police personnel without quality knowledge on how to use computers in all aspects necessary for successful and fast work.

Milica Dakovic from the Institute for Strategic Studies from Podgorica presented interesting review of information society development in the West Balkans countries, while Vesna Bulatovic, Informatics Supervisor at Department for Education of Montenegro, pointed out the serious need for implementation of information education standardization especially nowadays when significant reforms have been made in this sector, and the old working method has been changed.

Numerous educational institutions from Bosnia and Herzegovina, Serbia, Croatia and many attendants from Slovenia participated in talking about education. In this segment, we would especially point out centers from Kraljevo, Uzice, Kragujevac and Cacak that were presenting distance learning and even a special session on this matter. Very significant were also the presentations that Gymnasium from Kranj and schools from Radovljica and Jesenice had.  Faculty of Electrical Engineering from Sarajevo was the most impressive with its topics in the field of automatic management and students’ applications.

The company EBC from Belgrade, for being awarded by European Economic Chamber from Brussels with a high recognition for excellent solutions for internet testing and learning - EUSS Gold, organized free ECDL training for all interested Congress JISA participants, and nine out of ten applied candidates passed all tests necessary for ECDL Core certificate.

The second part of Congress was dedicated to ERP and CRM solutions, data protection, wireless network arcgitectures, data storage, n=medicine applications, free software, GIS systems, and for their presentations, awards went to Institute Mihajlo Pupin, Directorate of Civil Aviation of the Republic of Serbia, ETF East Sarajevo, Srbijagas Novi Sad, School of Traffic engineering Doboj, Hospital Sabac, URC and ETF Banja Luka, Agency for identification documents Bosnia and Herzegovina, Slovenian Open Academy, etc.

This year also, the company Sony Ericsson was a traditional sponsor of tennis tournament and prizes for the best Congress photos, awarding three very interesting top-class mobile phones.
